Well, it was just a cutout (and there were other anime ponies, but she was the main one!)

Left to right, it looks like Sailor Moon (maybe? the odango aren't clear, but it still looks like that was the intent), Rei from Evangelion, Utena, Bulma from very early Dragon Ball (classy!) and female Ranma. Pretty good selection of prominent female characters from highly popular anime! And also Utena.
