Try living in my country, where opening personal bank account abroad is a crime (I am not joking) and when PayPal (and You MUST use this system with no exeptions- this is eBay policy) is treating You like a "second sort"
(to tell the truth it's connected to local bank laws , not only to PayPal company policy).
Than get You fairly collected ballance blocked with only possibility to withdraw it on check.
After that it will become more clearly.

I am the only person taking a risk and have not asked anyone to take responsibility.

Besides above: only person with my First and Last name (not so familar ) and ID can get this sum from a bank.

And besides above again:
I have used USPS hundred times, including 19ct. artifacts and cash recieving and sendind.
Can't say using of USPS is dangerous somehow.
I am satisfied with the service.
But, may be it is just personal impression...


Anyway, Jesus Saves (sure of it!) and after a hard search (9 phone calls to USA and few hours of speaking with 9 different agents telling mutually exclusive things) , I've found a kind and professional person (God bless her!) within PayPal itself, who took responcibility and gived me some real help.
And now this local problem with ballance is partly decided. That makes me a little bit

Yea, right, especially when You've bought original 18 ct. Japanese scroll in perfect condition by the painter only known work of whom in Europe is in London British Museum collection  during last seconds of auction in competition with 7 other buyers (seems to be knowing right things desposition) and can't pay to a seller in Japan, who seems do not knowing this item's real value and is ready to put it on a new auction...

The problem was not of greedy geting cash so, as You can see now.

1) This PayPal female agent, who took personal responcibility and have released my ballance for this payment.I've talked to 9 agents before her with "dead end" (no release and no withdraw in any conditions possible for me."Nothing personal, sir. Just take it as expirience... " I am adding: "... and forget about Your money") result . Knowing our talk with God-blessed agent being saving, asked her boss to give her increase, cause she had restored "good face" of the whole corporation.

2) Seller-san's whole month of japanese patience.
