As far I can tell that's during the first five or ten minutes of the movie, when Utena looks up and sees the dueling arena after talking to Touga.

The long hair makes me think it's from the duel with Saionji, as she first transforms.
However... This may be a false positive. The eyes don't look like they're in the movie's style. Or the show's, for that matter. They're the wrong shape and the pupils are too distinct.
My bet is that it's from an entirely different production.
Somewhere, there is an unplugged toaster sitting on a Coleman stove.
Does it feel lonely?
