This is a static copy of In the Rose Garden, which existed as the center of the western Utena fandom for years. Enjoy. :)
As the song goes on it becomes less fitting, but the first verse and chorus to She Will Always Be A Broken Girl by She Wants Revenge fits Keiko too well.
She buys a new dress for the party,
She always looks good in red.
Turns around in front of the mirror
And disappears inside of her head.
She wonders if he'll even remember,
She asked him in a casual way.
Just incase he didn't want to go with her,
In that event she knew just what she would say.
She thought of maybe asking a girlfriend,
Even though she only has one or two.
She's always done much better with boys anyway,
So who needs girlfriends?
Pacing nervous across the floor of her bedroom,
Gripping tight the phone in her hand.
Fighting back the rush of emotions,
And dreaming of just having a man.
It's a long walk, and the music is loud.
She sees an old friend,
As she walks through the crowd.
Puts on her best smile,
But underneath she's a broken girl.
It fits Wakaba pretty well, too. But the whole dress/mirror/looking good in red/few friends part is just so Keiko.

So, while listening to my Jewel CD today, I remembered that "Little Sister" makes me think of well....the little sisters of Ohtori.
Hey little sister I heard you went to Mr. So and So
knock knock knocking on his door again last night
said you needed it bad-
You know that ain't right
Cause so many times you've come to me crying
Trying to stop you said it hurts so bad
But please don't let you
Go back for more
My little sister is a zombie in a body
With no soul a role she has learned to play
In a world today where nothing else matters
But it matters, we gotta start feeding our souls
Not our addictions or afflictions of pain
To avoid the same questions we must
Ask ourselves to get any answers
We gotta start feeding our souls
Have been lost to the millions with lots
Who feed on addiction selling pills and what's hot
Wish I could save her from all their delusions
All the confusion
Of a nation that starves for salvation
But clothing is the closest approximation
To god and he only knows that drugs
Are all we know of love
Every day we starve while we eat white bread
And beer instead of a handshake or hug
We spill the pills and sweep them
Under the rug
My little sister is a zombie in a body
With no soul a role she has learned to play
In a world today where nothing else matters
But it matters, we gotta start feeding our souls
Hey little sister I heard you went to Mr. So and So's
Knockin' on his door again last night
Said you needed more

I don't know why I didn't think of this one right away: Nightwish's Bare Grace Misery fits Kozue quite nicely.
Bare Grace Misery
Sweet boy, come in
I am the dark side of you
Die for my sins
Like the One once did
Cinnamon bed
For your unashamed appetite
A figurante
This dance will hurt like hell
Oh, bare grace misery
Just a child without a fairytale am I
Dark but so lovely
A Little Match Girl freezing in the snow
Love lying, enticing
(Bare grace misery)
Crowning the moment
(Bare grace misery)
This is what I am
Bare grace for the end of days
Romantic scent
Spoiled Lucrece lies warm for you
There's no such priest
That can pray me to heaven
When done with me
Forget if you think I feel ashamed
A wild thing
Never felt sorry for anything
Love lying...

Considering that it was one of the first CDs I ever bought, I can't believe I didn't think of this until now. The title alone is a no-brainer.
Edge of the World by Faith No More
Come here, my love
I'll tell you a secret
Come closer, now
I want you to believe it
I'll tell you all the things
You want to hear
Don't worry, baby
There's nothing to fear
Hey, little girl
Would you like some candy?
Look into my eyes
I've seen it all
Hand in hand
Together we fall
We'll sing and dance
And we'll find romance
And we'll stroll to the edge of the world
Come sit right down
Lay your head on my shoulder
It's not the point
That I'm forty years older
You can trust me
I'm no criminal
But I'd kill my mother
To be with you
We'll sing and dance
And we'll find romance
And we'll stroll to the edge of the world

Several songs from Chronic Future seem to fit the Utena Multiverse... New York, NY hit me as "This should be an intro song to Utena", particularly the Black Rose Saga.
Well all these people of the city will keep you in their blind spots
Especially when they know that you're out looking to sign dots
I tried to tell this girl how twisted my mind got
But it's her dream to ride the conveyer belt to that side walk
She's got intentions of being number one
But can she handle rejection in the city of no sun
Where bricks change colors faster than careers do
And few people drive away and like what's in their rearview
New York City's so far away
But I can't wait even for one more day
They say these things come and these things go
But if I don't try I'll never know
She don't care what it takes she knows she's got the ability
And with what her folks make
You know she'd have stability
She just needs to get out there
And step toward her validity
She can't keep dying over this
Because it's just killing me
She's not used to foot steps digging in her chest
High heeled investments and suit's getting undressed
Growing hold and having new recruits become the best
And finding that she's stepped on everyone and no one's left
Well it hurts like walking barefoot on light bulbs
Smashing ideas with open skin
Til' the pearl white drops of blood turn red
And everyone can tell
That you've worked hard enough
It's time to go
Go get your map and compass and don't listen to them
And don't think about how much time you're fixing to spend
The dirt only ends when the pavement begins
This is your heart your dream
And you're your only friend
so go
You can kick the earth as hard as you want
To show your frustration
Or you can get in your car and kick your foot to the gas
And keep accelerating till you hit your destination
So go
Whatever by Dig Jelly makes me think of a grown up Kozue or Shiori... the song is actually about a friend of the lead singer who commited suicide.
Once I was bad
Never knew of tomorrow never cared enough to see
Once I was bad
Bought stuff from the people, sold them to the weak
Boarded all day, trying to forget the things that were bothering me
Making me tick, making me sick forever
Boarded all night till the sun came up on the ridge of the waves
Shining as if it could give me some hopes the will to live…
And I said yeah…
Yeah whatever
Once I was sad
Blaming things on my mother
Didn’t wanna go to school
Slipping into the land where everything looked all better
Till I woke up in my pool of throw up
Drank all day trying to forget the things that were bothering me
Making me cheap, making me leap forever
Drove all night till the sun shine onto the Hollywood sign
Glowing as if it could show me the way, forget the day for now
Well, I said yeah…
Whatever
Sky was blue that day I could’ve ran away
To forget the day, wasted life
Never really begun
Soon you’ll forget, I think I’m really done
16, I’ve been through a lot
I took ma chance to understand the world
For you to hold, for ma story to be told
But you said I will never change
Once I was dumb
Let down all of you
Ended my life to prove my point to you
Silence over my grave
See your crying face
I’m a loser even in the end
Remember those days walking down the road
Hand in hand, singing little songs
Nothing, nothing was ever wrong
Not sure what happened at all, all I know
That I am down here drowning in tears
Asking myself why
Can y’all hear me yeah…
Whatever

"Hollywood," by Madonna fits Ohtori Academy and the characters who reside in this world; it has a little bit of each character in it.
Everybody comes to Hollywood
They wanna make it in the neighborhood
They like the smell of it in Hollywood
How could it hurt you when it looks so good
Shine your light now
This time it's gotta be good
You get it right now
'Cause you're in Hollywood
There's something in the air in Hollywood
The sun is shining like you knew it would
You're ridin' in your car in Hollywood
You got the top down and it feels so good
I lost my memory in Hollywood
I've had a million visions, bad and good
There's something in the air in Hollywood
I tried to leave it but I never could
Shine your light now
This time it's gotta be good
You get it right now
'Cause you're in Hollywood
There's something in the air in Hollywood
I've lost my reputation, bad and good
You're ridin' in your car in Hollywood
You got the top down and it feels so good
Music stations always play the same songs
I'm bored with the concept of right and wrong
Everybody comes to Hollywood
They wanna make it in the neighborhood
They like the smell of it in Hollywood
How could it hurt you when it looks so good
Shine your light now
This time it's gotta be good
You get it right now
'Cause you're in Hollywood
'Cause you're in Hollywood
'Cause you're in Hollywood
In Hollywood [repeat three times]
Check it out, this bird has flown
Shine your light now
This time it's gotta be good

I've always thought of seminal melodic punk band Bad Religion had a sound that was quite similiar to the duel choruses...They make extensive use of harmonies ("oozing ahs") and have been labeled "thesaurus rock" for their multisyllabic lyrics.
Germs of Perfection:
Lacerate eviscerate and perforate and mutilate
We all fall down, all fall down
Deprecate repudiate ameliorate adjudicate
The wisdom found, wisdom found
Clip the wings of progress, turn the direction
Enrich the fallow soil with germs of perfection
Delegate facilitate investigate and obviate
The black turns green, black turns green
Separate evaluate and cultivate and propagate
The master's dream, master's dream
Sing the fears of history with renewed inflection
View the lost agenda with a skeptic's intention
Machine of life, oh can we make it run?
We have the tools, but have only just begun
Machine of life, oh can we make it run?
The calculations of a greater sum
Clip the wings of progress, turn the direction
Enrich the fallow soil with germs of perfection
Perfection!
Skyscraper:
Come let us make bricks and burn them hard,
We'll build a city with a tower for the world
and climb so we can reach anything we may propose,
anything at all
Build me up, tear me down
like a skyscraper
Build me up, then tear down
These joining walls
So they can't climb at all
I know why you tore it down that day
You thought, that if you got caught we'd all go away,
Like a spoiled little baby who can't come out to play,
You had your revenge
Build me up, tear me down
like a skyscraper
Build me up, then tear down
these joining walls
So they can't climb at all
Well madness reigned and paradise drowned
When Babel's walls came crashing down
Now the echoes roar for a story writ ["for a story told" is the live version]
that was hardly understood
and never any good
Build me up, tear me down
like a skyscraper
Build me up, then tear down
these joining walls
So they can't climb at all
Build me up [x2]
Flat Earth Society:
lie lie lie... the full moon is rising over dark water and the fools
below are picking up sticks and the man in the gallows lies
permanently waiting for the doctors to come back and tend to him, the
flat earth society is meeting here today, singing happy little lies
and the bright ship humana is sent far away with grave
determination... and no destination, lie lie lie... yeah, nothing
feels better than a spray of clean water and the whistling wind on a
calm summer night but you'd better believe that down in their quarters
the men are holding on for their dear lives, the flat earth society is
somewhere far away, with their candlesticks and compasses and the
bright ship humana is well on its way with grave determination... and
no destination, lie lie lie, ad inifinitum
Generator:
Like a rock,
like a planet,
Like a fucking atom bomb,
I'll remain unperturbed by the joy and the madness
that i encounter everywhere I turn
I've seen it all along
In book and magazines
like a twitch before dying
like a pornographic sea
there's a flower behind the window
there's an ugly laughing man
like a hummingbird in silence
like the blood on the door
it's the generator
oh yeah, oh yeah, like the blood on my door
wash me clean and I will run
until i reach the shore
I've known it all along
like the bone under my skin
like actors in a photograph
like paper in the wind
there's a hammer by the window
there's a knife on the floor
like turbines in darkness
like the blood on my door
it's the generator

Seconding the of Bad Religion.
But, hey, sometimes it seems like everything reminds me of Utena ;-)
---------------------------------------------------------------------
It's no surprise that these songs by Iron & Wine remind me strongly of Anthy.
---------------------------------------------------------------------
Jezebel
who's seen jezebel?
she was born to be the woman i would know
and hold like the breeze
half as tight as both our eyes closed
who's seen jezebel?
she went walking where the cedars line the road
her blouse on the ground
where the dogs were hungry, roaming
saying, "wait, we swear
we'll love you more and wholly
jezebel, it's we, we that you are for
only"
who's seen jezebel?
she was born to be the woman we could blame
make me a beast half as brave
i'd be the same
who's seen jezebel?
she was gone before i ever got to say
"lay here my love
you're the only shape i'll pray to, jezebel"
who's seen jezebel?
will the mountain last as long as i can wait
wait like the dawn
how it aches to meet the day
who's seen jezebel?
she was certainly the spark for all i've done
the window was wide
she could see the dogs come running
saying, "wait, we swear
we'll love you more and wholly
jezebel, it's we, we that you are for
only"
---------------------------------------------------------------------
Evening On The Ground (Lilith's Song)
Evening, evening on the ground
And there is no one else around
So you will blame me
Blame me for the rocks
And baby bones and broken lock
On the garden
Garden wall of eden
For the spider bites
And all your love as we were
We were born to fuck each other
One way or another
But Ill only lie
Down by the waterside at night
Hey man, tiny baby tears
I will collect a million years
And you can blame me
Blame me, I will wear it
In the empty, hollow part of my garden
Garden wall of eden
And the clamour as they raise the curtain
You will, you will never make me learn
To lay beneath the mountain
Cause I'll only lie
Down by the waterside at night
---------------------------------------------------------------------
Then, I can't discount that the word "revolution" has more to do with it than anything else, but there are other lines in this song by Silversun Pickups that remind me of Utena. I think it wouldn't make a half-bad movie AMV.
---------------------------------------------------------------------
Future Foe Scenarios
The things we laid do not amount to much
Made of abandoned wood loose stones and such
This revolution baby
Proves who you work for lately
Release the castaways who run amok
From self appointed winds which blow and such
When present tense gets strangled in the mire
Made of our cozy decomposing wires
Who do you work for baby
And does it work for you lately
But when the night is over and the walls start burning
When fire starts to matter and the clock is churning
Cliches and other chatter keeps our minds from
Learning
It's alright
The things we laid do not amount to much
Made up of thought balloons and cotton swabs
When present tense gets strangled in the woes
Made of our future foe scenarios
This revolution baby
Proves who you work for lately
Who do you work for baby
And does it work for you lately
But when the night is over and the walls keep linking
When fire starts to matter and the clock keeps sinking
Cliches and other chatter keeps our minds from
Thinking
Our minds keep thinking
It's alright
That's when it turned on me
A motorcade of 'meant to be's'
Parades of beauty queens
Where soft entwines make kindling
These many detailed things
Like broken nails and plastic rings
Will win by keeping me
From speaking to my new darling
And there's no way to know
Our future foe scenarios
That's when it turned on me
Where bobby pins hold angel wings
It's alright

---
One night to be confused
one night to speed up truth
we had a promise made
four hands and then away
both under influence
we had divine scent
to know what to say
mind is a razor blade
To call for hands of above to lean on
wouldn't be good enough for me
One night of magic rush
the start: a simple touch
one night to push and scream
and then relief
ten days of perfect tunes
the colours red and blue
we had a promise made
we were in love
To call for hands of above to lean on
wouldn't be good enough for me
And you
you knew the hand of a devil
and you
kept us awake with wolves teeth
sharing different heart beats in one night
To call for hands of above to lean on
wouldn't be good enough for me

It'd be immensely amusing to see One Night in Bangkok used as for an AMV that was a dialogue between Akio and one of the more "pure" characters.
THE AMERICAN:
Bangkok, Oriental setting
And the city don't know that the city is getting
The creme de la creme of the chess world in a
Show with everything but Yul Brynner
Time flies -- doesn't seem a minute
Since the Tirolean spa had the chess boys in it
All change -- don't you know that when you
Play at this level there's no ordinary venue
It's Iceland --
or the Philippines --
or Hastings -- or --
or this place!
COMPANY:
One night in Bangkok and the world's your oyster
The bars are temples but the pearls ain't free
You'll find a god in every golden cloister
And if you're lucky then the god's a she
I can feel an angel sliding up to me
THE AMERICAN:
One town's very like another
When your head's down over your pieces, brother
COMPANY:
It's a drag, it's a bore, it's really such a pity
To be looking at the board, not looking at the city
THE AMERICAN:
Whaddya mean? Ya seen one crowded, polluted, stinking town
--
COMPANY:
Tea, girls, warm, sweet
Some are set up in the Somerset Maugham suite
THE AMERICAN:
Get Thai'd! You're talking to a tourist
Whose every move's among the purest
I get my kicks above the waistline, sunshine
COMPANY:
One night in Bangkok makes a hard man humble
Not much between despair and ecstasy
One night in Bangkok and the tough guys tumble
Can't be too careful with your company
I can feel the devil walking next to me
THE AMERICAN:
Siam's gonna be the witness
To the ultimate test of cerebral fitness
This grips me more than would a
Muddy old river or reclining Buddha
And thank God I'm only watching the game --
controlling it --
I don't see you guys rating
The kind of mate I'm contemplating
I'd let you watch, I would invite you
But the queens we use would not excite you
So you better go back to your bars, your temples,
your massage
parlours --
COMPANY:
One night in Bangkok and the world's your oyster
The bars are temples but the pearls ain't free
You'll find a god in every golden cloister
A little flesh, a little history
I can feel an angel sliding up to me
One night in Bangkok makes a hard man humble
Not much between despair and ecstasy
One night in Bangkok and the tough guys tumble
Can't be too careful with your company
I can feel the devil walking next to me.

Again I'm treading so
Soft and lightly
Compromising my will

So no longer
Will I
Lay down
Play dead
Play your doe

Your deer in the headlights
shot down and horrified when
Push comes to pull comes to shove
Comes to step around this
Self-destructing dance that never

I've always thought "Dance Along the Edge" by Concrete Blonde appropriate for a show with so much angst, melodrama and not-quite-functional couplings. Especially reminds me of Juri and Shiori, but so does pretty much everything, and I realize it could go pretty well with a lot of the characters. Old alt-rock band from early 90s, late 80s. Vampire enthusiasts might remember them as the ones who did "Bloodletting".
Sometimes we laugh like children
Go running holding hands
I never felt like this before,
I never will again
Sometimes we cry like babies
I hold you to my heart.
I just can't stand to see you sad,
It tears me all apart
And we're so afraid and it's such a shame,
There is no reason we should doubt it.
The things we want to say we never said!
And we look away and it's all ok and
Never really talk about it
It's a shame the way we dance along the edge
Dance along the edge.
We always seem so careful,
We're always so unsure.
Our past mistakes they make us
shaky...eyes on the door.
When do we stop searching
For what we're searching for?
Then when it comes, we question
love and try for more!
And we're happy here, but we live in fear
We've seen a lot of temples crumble.
Some of flesh and blood from love under glass.
Will we come undone? Will we turn and run?
And will we know it when we find it?
It's a game the way we dance along the edge.
And we'll walk the line and we'll do our time
For just as long as we've been given,
And pretend that we don't hear
the things they've said.
Can we promise love? Is it all too much
And do our old souls still believe it?
It's insane the way we dance along the edge.

It's funny, I've often thought Bjork's 'Bachelorette' made a very Utena-ish kind of song.
Someone clearly agreed with me and made the most amazing AMV I ever saw from the movie to it, I will try and find a link later when I am not at work.
I'm a fountain of blood
In the shape of a girl
You're the bird on the brim
Hypnotised by the Whirl
Drink me, make me feel real
Wet your beak in the stream
Game we're playing is life
Love is a two way dream
Leave me now, return tonight
Tide will show you the way
If you forget my name
You will go astray
Like a killer whale
Trapped in a bay
I'm a path of cinders
Burning under your feet
You're the one who walks me
I'm your one way street
I'm a whisper in water
Secret for you to hear
You are the one who grows distant
When I beckon you near
Leave me now, return tonight
The tide will show you the way
If you forget my name
You will go astray
Like a killer whale
Trapped in a bay
I'm a tree that grows hearts
One for each that you take
You're the intruders hand
I'm the branch that you break

Sickest Girl
Bertine Zetlitz
I went to see your brother
Cause he still prefers my frame
And I kept asking who she was
And how she knew your name
I get a taste of iron
When I breathe
I get a taste of iron
When you bleed
Your brother with the tattooed face
He told me you're in love
You sleepwalk and you say your grace
Like 5 times in a row
I get a taste of iron when he speaks
I get a taste of iron and it leaks
Chorus:
Following the cracks around my shoulder
Jammin up the backdoors of my mind
Flooding down the wicked stuff I told her
I'm the sickest girl he'll ever find
He'll ever find
Be careful as you turn around
I'm turning on my charm
And I've got you dangling boy
I'll call it false alarm
I get a taste of iron when I sleep
I get a taste of iron when you weep
Chorus
You see I howl beneath the moon
Cold and sweet and dangerous to touch
I watch you when you kiss
Nothing I will miss
A little bit too much...

I actually wrote a horrible song fic to this song-- and I still believe it is PERFECT for Juri and Shiori.
Nobody Puts Baby in the Corner by Fall Out Boy.
Drink down that Gin and Kerosene,
And come spit on bridges with me,
Just to keep us warm.
Light a match to leave me be.
Light a match to leave me be.
I keep my jealousy close,
'Cause it's all mine.
And if you say this makes you happy,
Then I'm not the only one lying.
Keep quiet,
Nothing comes as easy as you.
Can I lay in your bed all day?
I'll be your best kept secret
And your biggest mistake.
The hand behind this pen relives a failure every day.
Keep quiet,
Nothing comes as easy as you.
Can I lay in your bed all day?
I'll be your best kept secret
And your biggest mistake.
The hand behind this pen relives a failure every day.
So wear me like a locket around your throat.
I'll weigh you down.
I'll watch you choke.
You look so good in blue.
You look so good in blue.
I mean, really. Jealousy, secrets, mistakes, the color blue, a fucking locket? Come on.
