Future Arc, Episode 7. But there isn't really any context, a girl's just imagining the guy she likes and it shows him like this. I guess she views him as very adult, since as we all know, riding on the hood of your car is what it means to be an adult.

In the ending of the original Danganronpa there's some talk about "building new roads" in the "outside world". I originally thought that to be pseudo-coincidence, but after these references, well...!
