I know I already made something sort of like this, but this thread will be a bit more focused on casting.
For starters: Chris Patton as Saionji. Effing perfect. And Amanda Winn-Lee as Shiori. And, going to Bandai instead of ADV, there's the obvious Johnny Yong Bosch as Touga.
Those companies along with CPM are the only anime distributors I'm familiar with, so does anyone else have something to add? (Non-English dubs are also welcome, of course!)

Nah your example is filled with generic voice actors that have been in many dubs.
I think former Adv actors like Spike Spencer and Tiffany grant for example would be good actors for the show since Neon Genesis Evangelion was proof that they can pull off a emotional performance not only that they are much better then the voice actors who usually dub anime these days.
I consider Adv dub of Neon Genesis Evangelion to be the best dub when it comes to voice acting, The script itself is a love it or hate it situation it depends on whether you care about the changes they made in the Dub version so your mileage may vary.

I think what he means is that those actors you picked are in nearly everything and are becoming diluted/losing their range, which I would agree with. Yes, those actors have experience, but not the range/new sound, necessarily. I don't think a superb dub should sound like anything that has come before.

You didn't like Johan's English voice? He was actually the only reason I watched Monster haha. He had the perfect creepy-yet suave voice I've imagined.

I have no problem with Johan's voice, I adore the English dub of Monster. It's just that his voice doesn't have that seductive tone that a character like Akio needs. When I hear him speak I just get a mental image of Johan looking utterly confused in the recording studio. If that makes any sense at all.

I dunno where you could fit him in, but Kyle Hebert should be in this imaginary new dub cast. Maybe as Saionji?

I just through, Amanda Winn-Lee should voice Anthy, just ask her to use her Rei ayanami voice when voicing Anthy and we are done when it come to how they should choose the voice actor for Anthy.

That could work, but I think Anthy and Rei are pretty different characters even though they are both referred to as dolls.
(It would be an improvement over her current English voice though. >_>)

I cast AWL as Shiori, which I think fits better with her usual role - not to mention she sounds a lot like the Japanese voice actress. A character like Rei is kind of abnormal for her. Maybe Kira-Vincent Davis would be better?

My dream English VA for Anthy has been Monica Rial. She could switch from the voice she used for Hyatt in Excel Saga to the voice she used as the Dante in the first Fullmetal Alchemist anime. If there's a better choice (Grey DeLisle, anyone), then she could use the voice she used for Renge in Ouran Host Club for Nanami.

Question: how does the movie dub fare in comparison to the TV series dub; is the acting just as Bland and Awkward as it was in the original english dub or did the actors at least improve their performances?

For the most part, I think they did fine. Miki, Anthy and Dios were the weakest, in my opinion. They just can't seem to grasp it, which saddens me.
