Basically, I know where to get the game itself, but do I need to buy an English/Japanese Sega Saturn to play it or can I use an emulator? (I know nothing about computers so this might end up having a really obvious answer =_=;) Also, does an English patch exist?
Any help would be much appreciated

You have two choices, here. If you have an actual physical copy of the discs, you'll probably need a Japanese Saturn and maybe a special adaptor that allows PAL territory consoles to send information to NTSC televisions. It's been literally decades since I read about that, though, so other forumites with better technical experience can fill those gaps in. If you have an ISO/ROM file for the discs, then you'll need an emulator. Where it gets tricky is that there's only one emulator we've collectively discovered that can even play the game AT ALL, and it is one the biggest resource hogs out there. As in, various members here have seen their computer's internal temperatures shoot up by about ten degrees Fahrenheit, and that's with nothing else but Windows and the emulator running. Choose which option is least expensive, I'd say, and go with it.
As for English (IPS/whatever) patches, none we know of decent quality (possibly any at all!) exist. However, Dallbun, who has already performed three-and-a-half well-translated Let's Plays of the game for our pleasure, is nominally working on pushing out a full English patch for emulator users to apply to their copies of the game. Progress, as I understand it, is a bit slow because everybody involved has had tons of life things getting in the way.

Hmm. That might be a problem, as I know where to get either a an actual copy or ROM verison but my computer is a piece of crap anyway...On further deliberation I'll probably just end up shelling out for the Sega Saturn and the adapter if I can find it.
