Anthy gives the sword to Akio when he convinces her that he's serious about becoming Dios again with tears and his line about becoming a prince once more. When he fails to open the Rose Door, he doesn't show any real anger or frustration. Instead, he throws aside the hilt with a devil-may-care attitude and says, "Oh well, at least I have the Rose Bride." And when Utena tries the door herself, he lays back and starts sipping a drink.

For him, the goal is no longer to Bring the World Revolution, the process of revolution is enough for him. He's been beaten down so much that he's now content with his control over the students of Ohtori Academy. You have Anthy cooperating with him when he says that he wants to be a prince again, and in the end scene, you see her leave him when he talks apathetically of how he's managed to set up another round of duels. She can easily deal with his immorality and abuse, it's this lack of vitality, this resignation, that ultimately turns her against her brother.

Again, this is another Char Aznable parallel. Everybody, even his enemies, thinks he's this Great Leader and Man of Destiny with an amazing Plan for Justice, but all he really wants is to be in charge and have sex with teenagers and have large groups of people eat out of his hand. He's not even that good of a fighter, he never defeats any named characters in a fair fight. This also makes him a good parallel for a lot of real-life "revolutionaries," like Stalin or Mao Zedong, who became enamored with power and completely forgot about the ideologies they were supposed to be fighting for and resigned themselves to skimming off the top. Or like the modern Bourgeois Bohemian, whose hipness nets him/her a well-paying job with a corner office.
