Actually, he's American. 
And no need to worry, Asfalolh, he's absolutely one of my favorite actors evar. And everyone knows what good taste I have in actors. 
Edit: Also, I think the awkwardness of his hair has to do with the low quality of the image, and my own laziness. XD

I don't know if any American actor would really be good for Utena (or a lot of the characters really)
