Haha holy crap. I'd say that's definitely an SKU reference, unless SKU ripped the rose spinning and silhouette thing. 
I could swear that's not the first time someone's caught an SKU reference in Pokemon but I can't remember the first one someone pointed out.

Glad you guys liked it. I actually watched that episode way back when it first aired in the US and it reminded me of Utena back then so it kind of stuck in my memory. Recently I've been rewatching Utena and playing Pokemon and I just caught a Snorlax..and then I suddenly thought back to that episode and so that's why I went looking for it.
I could swear that's not the first time someone's caught an SKU reference in Pokemon but I can't remember the first one someone pointed out.

There's actually a few of them in the first season; apparently some of the early animators were big Utena fans. Off the top of my head, there's...
In episode 26, when Erica's introduced she's framed by a spinning gloom border: screencap on the bottom left
And I know at least one of Team Rocket's disguises is a shout out, but I can't remember the episode for the life of me. I'll have to dust off my DVDs and have a look, becuse it's going to bug me.

The other reference may actually be a reference to Rose of Versailles. There are two of them, one in an early episode Pokemon Fashion Flash in which Jesse and James each cross-dress as Oscar and Andre, and in an Advance d Generation episode The Bicker the Better, in which two characters of the day, a male and female couple also dressed as Andre and Oscar challenge May and Ash, and their names are actually Oscar and Andy.
