NEW MANGA IDEA!!!!!
okay so yesterday i was thinking like usal isnt sailor moon and utena done by the same person so i was like totally and then an idea came to me what would happen if the cast of sailor moon and the cast of rgu somehow magically met? cool idea huh? this is wear you guys come in. since you guys know so much you get to help in any way possible. we need parings. so if you guys can think of any idea for parings or have any pics you want to put up that go to this idea go ahead. thanks guys! your friend shinolala

I have to admit I snicker at the idea of them sharing bentos. Wakaba with her instant stuff and all. Though I see them as most likely to be related, other than the twins and Ami. Of course I'm just color matching... And a big Mercury/Jupitor shipper so pairing them up another way just feels a bit off but it's your thing do as you will.
Other pairs (mentally pries away from Juri off the bat) Touga and Mina seem like they'd interact in interesting ways maybe.
Are the Outers and Stars included in this?

The "little squid things" are hot dogs/cocktail weiners, believe it or not.
As for your original question, I just color coordinate them and it works surprisingly well in my head.
Rei/Touga would basically involve Rei not putting up with a lot of Touga's BS.
Miki/Ami is so mind-blowingly perfect that I don't think I could explain it. Especially if you go for the Kozue/Ami or Kozue/Ami/Miki bonus. 
Minako/Juri because Minako is pansexual in my head, and I think she'd be good for Juri.
Saionji/Makoto will totally hate each other at first because Makoto initially comes off similar to Utena: tall, athletic, and tomboyish. To Makoto, Saionji looks like a jerk, so she won't like him either. Eventually, he'll notice that she's more like Wakaba and/or his (delusional) version of Anthy: eager to please, domestically skilled, and basically 50's housewife material. That's how he'll wind up letting his guard down, and nice!Saionji is much more appealing to Makoto.
Hotaru/Ruka is probably my crack pairing that has no explanation. I think they'd get along, though.
Setsuna/Akio is my favorite. It's just hot, because she can see right through him.
Setsuna/Anthy is pretty damn good, too.
(Can you tell I spent a lot of time thinking about this?)

Going into villain territory here, I'd say Wakaba with Nephrite. C'mon, tell me you can't just see it.
Kozue/Ami is like an amazingly stellar idea now I come to think of it, and one which I think I may have actually seen in a fanfic. I think it was on shojoai.com somewhere, I'm prettty sure. It'll be under Utena fics and it's about Utena trying to combat an evil mastermind trying to turn all women into lesbians. (YES. )
Anthy/Setsuna? They're both sort of immortal...and screwed up....
Touga/Mako would win pretty hard if I didn't hate Touga, but then she does seem to have a bit of a thing for jerks.
Usagi would totally go for Makio.
Truly mindblowing thought: Utena with Maria-sama Ga Miteru cast members. O_o

Taiki/Mikage. Think of the intellectual and philosophical conversations. In bed.
Seiya/Utena >= Haruka/Utena.
Chibiusa/Tsuwabuki. Besides being about the only appropriate age pairing for the two, she might be able to get him to lighten up a bit.
If she was around, Miss Haruna would be first in line for Akio (by abusing her authority as a teacher), and he might be willing to seduce her on general principle.
Mamoru/Anthy. Bonding over a shared love of roses.
Possessed!Tomoe/Shadow Girls. 
And speaking of Secondary Characters, Barbara/Mikage. The pairing that does not exist and never did. (I guess Chigusa would work, too.)
