For the dance party, since the duelist uniform appears on Utena, she was actually naked for anyone who was able to see the reality, and not the projection of desires.  (And that's why Anthy was smiling so much)

Although I don't believe Anthy and Utena had romantic feelings for each other, they did 'experiment,' and just like Saionji and Touga seemed to have.
