Trust me, old lady poofy hair is immune to all things. I can wake someone up after 8 hours of sleep, sit them up, and their hair is still puffed and elevated.

But really, I think overcompensation is what's going on here. People's hair thin out with age even as their face fattens/lengthens/broadens, so they wanna balance it out by having increased hair volume to make their enlarged faces proportionally small again. On the women's side there were Liz Taylor, Rachel Welch etc with their volumizers/partial wigs. On the men's side . . . well, it's hair club all the way
P.S. I always suspect that old Tokiko wears a hat to hide the non-existent "parting" on top of her wig (c'mon, no real old woman's hair should look that thick and stiff).
P.P.S. Sadly, even this small-to-the-point-of-dried-up old face is not immune to the faux volume either - this time via (likely) fake buns.

Unfortunately, that'd likely be Mikage and Miki: guys who look okay with "un-parted" bangs tend to have high foreheads to hide (i.e. Mikage's forehead is likely higher than Utena's, whose bangs are parted).
P.S. Saionji will likely lose hair at a quicker pace than Touga, since curl-hair is fine hair and tends to fall off quicker than straight hair.
