It's like some D&D adventures! You can make whatever choice you want, but eventually you're going to end up where the DM wanted you to go in the first place. 
Next guess: Juri! Failing that: Saionji! There's also probably about a 10% chance that we're supposed to discover that none of these characters is home, at which point we'll be presented with some new option, like deducing that there must be a covert student council meeting going on, and sneaking in. That would be pretty cool!

I think our choices might be narrowed down to the two characters we might have the most development with. I'd love to do more with Saionji, but again, I'm wondering how many choices for points we have left. So I'll go with Juri.

Considering when we last saw both Touga and Chigusa, it's no surprise that one not being available means the same for the other. I'm sure either of the two remaining choices are viable. I'll go with Saionji since he's currently down in the polls and Juri was already over once for dinner.
