"This is the police station in front of Kameari Park in Katsushika Ward" ("Kochira Katsushika-ku Kameari Kōen-mae Hashutsujo," or just "Kochikame") is the longest-running manga in history. It's been serialized continuously in Weekly Shounen Jump from September 1976 to the present, and there are 170 collected volumes and counting.

According to Japanese Wikipedia, Kochikame's author, Akimoto Osamu, really got into Revolutionary Girl Utena when it was on the air. The result of his fandom was the following chapter: a touching homage to the series, as subtle and respectful as can be expected from Kochikame.

Yeah, it's pretty haunting. I was surprised at how well put-together Detective Shimemiya was, though. Clearly he has much higher standards of personal grooming!

I love it when professionals pay each other homage. What a nice sticking-out of the tongue by Akimoto Osamu. I like how he conflated the best parts of Utena's character and Akio's, so we end up with a gung-ho revolutionary hero with an incredibly slick car that he can drive from the hood. Thank you for translating, and for bringing this to our attention!

As it turns out, Detectives Utera and Shimemiya have one more cameo, in volume 122. They appear alongside the rest of the Special Detectives (as of August 2000), who are all guest-starring for a two-chapter story. Unfortunately, they don't really get any lines, and fade into the background almost immediately.
Still, here's the group introduction shot. You can see why the main characters had such... unique expectations of the Special Detectives. I think my favorite is the guy in the speedo and the tie on the far right.

It's a ZIP file (.zip), like the link says. If you're not familiar with it, ZIP is an extremely popular file format for archiving and compressing multiple files. In this case, the zip file contains 19 .jpg files which make up the actual chapter. You can "unzip" the zip file (extracting the files it contains) using any file archiving software (I use the open-source 7-Zip).
Alternately, there are programs like CDisplay (or any of the alternatives listed on that site) which let you easily browse through a series of image files like this, and are used to conveniently read comics and manga on computers. You can read the chapter with a program like that, too, though you can't necessarily extract the images that way.

I know what a ZIP file is , the problem is that the ZIP file that i've downloaded only contain inside one file with no format/extension and not the 19 .jpeg that you mentioned.

In that case, I have only one idea, which is that for some reason your computer is having trouble with the fact that the files are in a folder in the zip file. I removed the folder from the zip file - try this one out. If that doesn't work, I'm officially out of ideas.
