I've watched episode 29 over and over again just because I was curious, but do you think that Anthy purposely made it rain so that Ruka's health condition would get worse? Could she have contributed to his death to make Juri feel guilty?

Yes, I think that's possible. It's just like how Anthy was the one who made stampeding elephants chase after Nanami and the gang in India with her witchcraft and episode 4 foreshadows this.
