I don't remember Saionji doing it.  Utena and Nanami are the two I remember, though Saionji was about to take his off before Touga stopped him in the last episode.

You were right, Utena takes hers off in episode 37. Saionji starts to in episode 39 but Touga stops him, then Nanami says she's already removed hers.

Right on A!  But C isn't what I'm looking for; I said when she climbs the steps prior to a duel, which rules out the scene you're talking about.
